“ ... Mirza Reza Mohandes bashi’s report on “the frontiers of Moghan and Talesh” is very unique among his other works. When Mirza Sa’id Khan Motamenolmolk was the minister of foreign affairs, Mirza Reza was commissioned by Nasseraddin Shah to make a secret survey of the frontiers of Talesh and Moghan about 1860. It had been reported that despite the Turkmanchay Treaty, the region, its mountains, and rivers, were under the constant encroaching of the Russians. He was to prepare a report of all his observations so that nothing should be allowed to sink into oblivion by the Shah and the other authorities... ”
