"... In the second decade of the twentieth century, the monarchy establishes in Iraq and gradually a British protected government is formed in that country. The Iraqi government tries to change its laws and systems on the basis of the experiences of other nations. One of the main problems of Iraq was the question of the migrant Iranians whom according to various statistics were about one to three thousand people. In those days, the capitulation law was in force in Iraq for the benefit of foreigners especially for the British.  However, the Iraqi government tried to exclude Iranians from that rule….”
